The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Mrs. Wang Ping, Mayor of Jiujiang Municipal People’s Government
Distinguished guests, ladies and gentlemen:
Good morning:
Today, I’m delighted to have distinguished foreign friends from 8 cities in 7 countries here with us to attend “2007 International Sister Cities Conference Jiujiang China”.
It is always a pleasure to greet a friend from afar. On behalf of Jiujiang Municipal People’s Government and 4.7 million Jiujiang people, I would like to express the warmest welcome and sincere thanks to all representatives of Sister Cities who come all the way to attend this great conference!
Friends:
Jiujiang is located in the middle and lower reaches of the Yangtze River. It is at the joint of the Yangtze River and the Beijing to Kowloon Railway. In history, Jiujiang is one of ‘four rice markets’, ‘three tea markets’. She’s a beautiful city of water and mountain, which is surrounded by Mountain Lushan, the Poyang Lake on the east, and the Yangtze River to the north. We are building Jiujiang into a crucial economic city, a new industrial city, a centre of culture and tourism relics, regional trade and commerce, and an open port city along the Yangtze River and in the middle area of China.
Friends:
International Sister Cities is a crucial stage for a community to develop its diplomacy, and promote opening and exploration. It is meaningful to spiritually organize sister cities communication activities, which can enhance the internationalization status and promote bilateral economic and social development. Today, as Jiujiang holds International Sister Cities Conference, it is a great opportunity to make Jiujiang walk toward the world, and let the world know Jiujiang.
Since 1993 when we set up the relationship with the 1st sisiter city-Baw Baw Shire, Australia, we have founded formal relationship with seven cities of 7 countries over the 5 continents, and they are as follows: Baw Baw Shire of Australia, Koper of Slovenia, Tamano of Japan, Louisville of the United States of America, Kajaani of Finland, Laplata of Argentina, and Ekurhuleni of South Africa.
We have also been maintaining City of Yamatotakada, Japan as a friendship Sister Cities for 18 years. Today, we have our new friend Mr. Roman Smogorzewski, Mayor of Leigonowo of Poland. He led the goodwill delegation to visit Jiujiang and have an open talk with Jiujiang municipal people’s government about the possibility of establishing International Sister Cities Relationship.
In the process of exchanging with Sister Cities, we have made three aspects of development: first, from 1993 to 2007, these 15 years witnessed the increasing numbers of sister cities; second, exchange visits extended from governments to nongovernmental organizations. Third, in the extension of exchange fields, it had diverse communications from culture, education to health, physics, economics, and social development.
Ladies and gentlemen, my dear friends:
Today, you come to Jiujiang in autumn and the autumn wind of October takes our sincere thanks. Let us take steps together, with the goals of friendship, cooperation, and development, to transfer cooperation among sister cities to be a common hope of improvement. Please let us hand in hand contribute all of our passion and efforts to create more glorious future.

The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Mr. Peter Ironmonger, Counsel of Australian Consulate General Shanghai
Ladies and Gentlemen:
It is my great pleasure to stand here to make a speech in Jiujiang International Sister Cities Conference as an Australian representative. On behalf of Australian Consulate-General Shanghai and Baw Baw Shire, I would like to congratulate you all on your success of holding such a great conference! It is privileged for me to have an opportunity to attend the Conference and meet with so many friends from other friend countries. I hope to make more friends on this special occasion.
Baw Baw Shire is the first city to establish the friendly relationship with Jiujiang. Since December 1993 when the permanent sister relationship is set up, cooperation and exchange between both cities have continued to develop, esp. forming deep friendship among both governments and people. As time going, both sides have more and more exchanges in more areas, which have good results.
In August this year, Baw Baw Shire Council Delegation and Art Delegation visited Jiujiang and held an art works exhibition, which creates a new exchange field for both cities and improves mutual understanding of each culture among citizens. Mr. Wright, Deputy Consul-General of Australian Consulate-General Shanghai, took a special trip to attend the exhibition in Jiujiang. During the visit, he had a fruitful discussion with Jiujiang government officials about cooperation in the fields of economy, trade, education etc between Jiujiang and Australian cities. After discussion, Mr. Wright indicated that Jiujiang is a well-known cultural & tourist city with a history of over 2200 years; its long history, unique location and lovely sceneries make its own huge potentials and he is quite willing to help developing exchanges between governments or enterprises of Jiujiang and Australian cities.
Australia and China have always kept in good touch with each other; this is the same with people of both countries. We expect, through the media of Sister City, strengthen friendship, expand cooperation fields, and find ways & projects of common interests for mutual benefits and development in both sides. Our consulate-general will support friendly communication and cooperation between local governments and people of Australia and China as usual.
I feel honored to visit Jiujiang this time. This is an imposing experience that I will remember forever. I am please to be a friend of Jiujiang and I hope to meet Jiujiang friends in Australia.
Finally, I would like to express sincere congratulations again to the success of the Conference. Good wishes for Jiujiang citizens and Best regards for eternal friendship between Australia and China!

The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Mr. Jani Bačić, Deputy Mayor of Koper City of Slovenia
Ladies and Gentlemen:
I am greatly honoured to express kind regards to all the attendees on behalf of the City Municipality of Koper and its Mayor Mr. Boris Popovič. I am really glad to be authorized by our Mayor to represent our town. The co-operation between the City of Jiujiang and the City Municipality of Koper began more than 10 years ago, in April 1995. Rich cultural and historical heritage of our cities, common economic interests, similar plans in the field of tourism and visions of development give us a great opportunity to work together as sister cities. We have kept in touch all those years, and I am really satisfied that we are today here, in Jiujiang.
Let me briefly introduce our town.
Koper lies between Italy and Croatia. With its historic town core situated on a former island and a vast hinterland, it is one of the most picturesque and attractive towns in the northern part of the Istrian peninsula. Regarding its surface area and number of inhabitants, the City Municipality of Koper is one of the largest in the wider Primorska region and the fifth largest town in Slovenia. Considering its degree of economic development, traffic infrastructure, lively cultural life and tourist spirit, it is among the most developed areas of Slovenia and the second by GDP per capita.
With an eighteen-kilometer-long shoreline, Koper is primarily a costal municipality and is well known for its port, the only one in Slovenia. With its up-to-date equipment, it offers rapid and efficient services and competitive prices. Needless to say, it is an important agent of development in the region.
We should not forget to mention that Koper is the oldest town in Slovenia. Today as in the past, it is home to both Slovene and Italian population. The municipality is part of an official bilingual area, so both languages, Slovene and Italian, are used in daily life, and all public signs and announcements are bilingual. Consequently, the town boasts not only Slovene, but also Italian primary and secondary (grammar) schools.
Koper is also a university town. Since 2003, when the University of Primorska was established, the town has witnessed unprecedented development in the area of higher education. Though the youngest university in Slovenia, the University of Primorska offers a wide variety of study programmes and has become one of the most promising centres of knowledge.
Last but not least, the town is developing into an important tourist destination, with emphasis on sports tourism, quality business tourism and ecotourism. Over the past few years, the town got a new appearance, and its restored Mediterranean character attracts more and more visitors. In addition to its breath-taking landscape and a number of historic sights, the area also offers tasteful Istrian cuisine.
We are proud that we have realized our vision of developing Koper into a modern, friendly and united municipality. A number of investments are reaching completion. The town and its hinterland are really pleasant and comfortable to visitors as well as to inhabitants.
On behalf of the City Municipality of Koper and its Mayor Mr. Boris Popovič, I should like to express once again our warmest thanks for the invitation to meet here. I am convinced that the meeting will prove very fruitful and I look forward to our future co-operation.

The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Mrs. Carol Butler, Special Assistant to Louisville Mayor of USA
Ladies and Gentlemen:
Hello, I am Carol Butler – a Special Assistant to Louisville Mayor Jerry Abramson and his liaison to Sister Cities.
Mayor Abramson was unable to be with us on this trip, unfortunately, but he plans to visit China next spring and has sent me here to represent him and the citizens of Louisville.
I am delighted to be here in Jiujiang – Louisville’s Sister City – to talk with all of you about Louisville.
I first want to thank the City of Jiujiang for hosting our delegation from Louisville and the delegations from Jiujiang’s other Sister Cities, and for giving us all an opportunity to meet one another and to explore how we might be able to form partnerships among us that can cross international borders.
We are very happy and proud that Jiujiang became Louisville’s seventh Sister City during Mayor Abramson’s International Sister Cities Summit in the fall of 2004.
Since that time, our city has enjoyed hosting delegations from Jiujiang … and delegations from Louisville have enjoyed being hosted here in Jiujiang.
Each exchange between our cities leads to new partnerships that benefit both cities … and that create friendships among our citizens that last a lifetime.
Louisville takes special pride in the municipal official exchanges between Jiujiang and Louisville that won Sister Cities International’s Sustainable Development Award in 2006.
This prestigious award was presented to our two cities in Washington D.C. at Sister Cities International’s 50th Anniversary Conference in July of 2006.
We were very happy and proud that officials from Jiujiang were able to attend that Conference to receive the award with us in the presence of over 1,000 international delegates from around the world.
These award-winning programs have introduced Jiujiang city administrators to public administration practices in the United States and the city of Louisville.
Hundreds of Louisville citizens have been introduced to visiting Jiujiang city officials.
Their visits have created a dialogue for developing future Sister Cities exchanges of all types between Louisville and Jiujiang – in education, arts and culture, tourism, economic development, community service, etc. – and we look forward to many years of friendship and partnership with Jiujiang.
Now let me tell you a little bit about your Sister City - Louisville.
Louisville is now the 16th largest city in the United States, with a population of just over 700,000 people.
Louisville is located in the center of the United States, within a day’s drive of half the nation’s population, and at the crossroads of three of the nation’s most important interstate highways.
Louisville also is the home and international headquarters for many companies that are doing significant business around the world, including in China:
Companies like:
- GE – Appliance Park – Makes stoves, refrigerators, dishwashers, appliances.
- Ford Motor Company. More people are employed at Louisville’s car and truck assembly plants than anywhere else in the U.S. except Michigan. Growing numbers of Ford vehicles are produced in Louisville and shipped around the world.
- Toyotas are also manufactured near Louisville – in Georgetown, Kentucky.
- After cars and trucks, chemicals are Kentucky’s second largest international export. Sud-Chemie, a German-owned company whose Chinese headquarters is in Shanghai, has 600 workers in Louisville, producing catalysts used in oil refining, and working on fuel-cell research.
- Papa John’s Pizza – a division of Louisville-based Yum! Brands – has developed new recipes for fish pizza, egg pizza, potato pizza and noodles with pizza in its Research and Development labs in Louisville, so they can offer geographically appropriate menu items in their international restaurant franchises around the world.
- Yum! Brands also opened its 1,000th KFC restaurant in China last year, as well as its 300th Pizza Hut in South Korea. Over the past 3 years, YUM! has opened over 3,000 new international restaurants around the world.
- D.D. Williamson, is a Louisville company that produces 100 different types of caramel coloring used to make many things, including whiskey. It now has 8 plants on 5 continents.
- Louisville’s UPS hub (our “Global World Port,” which is the UPS distribution headquarters and maintenance hub for the United States) processes 14.8 million ground packages and 1 million air packages every day and is the 6th busiest cargo airport in the United States.
- In 2006, our UPS facility – which currently employs over 22,000 people in Louisville –announced a $1 billion-dollar expansion that will employ an additional 5000 people in Louisville by 2010.
- Our airport is also a launching point for international horse-trading. Kentucky ranks Number 1 among all 50 states in global exports of livestock. We don’t just race horses at Churchill Downs. We ship thoroughbred horses around the world.
- In September and October, 2010, the Commonwealth of Kentucky will host the World Equestrian Games at our Kentucky Horse Park in Lexington…and we are expecting over 700,000 visitors from around the world for those games.
- Louisville also exports medical research and knowledge. Our world famous hand-surgery institute has trained 1,000 fellows from 50 countries: Louisville surgeons performed the only two hand transplants in the United States . . . and implanted the first two AbioCor artificial hearts at Louisville’s Jewish Hospital.
Mayor Abramson staunchly supports our community’s rich and wide-ranging Sister Cities activities…through the city’s office of international affairs…through partnerships with local and state economic-development programs … and of course through Kentucky World Trade Center and Sister Cities programs.
Sister Cities of Louisville has been a conduit for creation of business partnerships for decades. Our city has led trade missions to many of our Sister Cities: Perm, Russia; La Plata, Argentina; Tamale, Ghana; Mainz, Germany, Quito, Ecuador; Leeds. England, Montpellier, France; and, of course, to Jiujiang, China, in 2006.
That trade mission – led by Former Governor of Kentucky Martha Layne Collins –opened doors and discussions that we hope will lead to many new and exciting economic development projects among China, the city of Louisville and the state of Kentucky.
Economic development opportunities between cities - through Sister Cities - are limitless.
I hope that by the end of our visit here, we will all have a clearer picture of the opportunities that Louisville’s Sister Cities partnership with Jiujiang can offer.
Thank you for showing our delegation from Louisville such a warm welcome.
We hope you will come visit us in Louisville – your US Sister City – soon … and often.

The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Mr. Hannu Kemppainen Samul, Chairman of the Kajaani Council of Finland
Ladies and Gentlemen:
The locations of both the Town of Kajaani and our Kainuu Province on the map of Finland have been remote ones. The written history of Kainuu dates back in time some 500 years. Compared to the rest of Finland, our conditions have been more difficult and more challenging in many respects. The history of Finland has given us the further appellation of Land of Hunger. Everyone in Finland is proud of the rapid development, which has taken place in Finland during the country’s 90 years of independence during which time Finland evolved from a colony to become an independent welfare state. The most recent occurrence of an economic recession affecting Finland began less than 20 years ago and it made itself felt most harshly in and around Kajaani.
Where the Province of Kainuu is located, Finland's eastern border with Russia has stood unchanged for the past 450 years. Finnish-speaking people have always lived on both sides of this border. History books tell us that the standard of living in our region has been always characterised by shortage of resources. However, it can also be clearly observed that the most significant steps towards improving the level of well-being in Kainuu have been taken during times when we have established contacts beyond our borders, with partners in foreign countries, and even in the global marketplace.
Following the border wars of the 16th and 17th centuries, the situation became more stable and the pace of development accelerated with peaceful cross-border interaction and trade. The next phase of development was the era of tar-burning. There were periods at end of the 19th century when as much as 90% of the world’s tar production for satisfying the needs for the shipbuilding industry originated from Kainuu with London functioning as the centre of global distribution.
A major factor from the point of view of the rise of the Finnish ethos was the discovery of Finnish folklore and culture in the 19th Century. The single most significant aspect of this was the publishing of Kalevala, Finland's national epic. Elias Lönnrot, the collector and writer of Kalevala compiled this, his life-work of such great significance, during the 21 years he lived in Kajaani. He collected the poems of Kalevala in Eastern Karelia, Russia.
The most rapid growth stage of Kajaani took place in the 20th century with the help of the wood-based industries and their involvement in the global markets. The production of electronics which began based on this industrial sector can also be deemed to have a major contribution in the success story of Finland as a whole during the recent years. Nokia Group has some of its roots in this electronics industry. The measuring instruments for the paper industry currently manufactured in Kajaani enjoy a leading status on the world market. This industry in turn has given rise to the founding of IT production based on know-how of high standard.
Our traditional fields of the industry are also undergoing development. The biggest nickel mine in Europe is about to go into operation at this very moment in the immediate vicinity of Kajaani. In this matter we can be grateful for China's strong economic growth, which has resulted in extra demand in the metals market.
Even though we the people of Kajaani have always had to develop our town some distance behind others, we have a lot of trust in the future. With history as our teacher, we need to be open to external influences and seek cooperation with others even more than we have done in the past. Consequently, it is with great enthusiasm that we have received the offer of cooperation and friendship from the City of Jiujing. After all, there is just one country, Russia, between Finland and China. We are practically neighbours.
It is with astonishment that our delegation has witnessed the huge development which has taken place here during the past few years. We wish our host city and host region the best of success in the work being done in developing the well-being, civil rights and democracy of the people of the region.

The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Mrs. Okumoto Eiko, Councilor of Yamatotakada City of Japan
Dear friends,
Good day!
First, representing the delegation of Yamatotakada, I’d like to express our thanks to Jiujiang. Through 2007 International Sister Cities Conference Jiujiang China, we are delighted to be able to meet and communicate with friends around the world.
My name is OKUMOTO EIKO, I am a senator of Yamatotakada of Japan, and this year as the consultant of ‘Jiujiang-Yamatotakada Friendship Association’. 4 years ago, I came to Jiujiang. During the last years, every year people of our city came to visit Jiujiang. They mentioned that they saw huge change of Jiujiang as they came each time, which made people inspired. When this time I come to Jiujiang, tremendous change in Jiujiang will be felt again.
It’s been 20 years since friendship and communication between Jiujiang and Yamatotakada began. At that time, the central office of Yamatotakada had Chinese training classes, and the teacher was from Jiujiang. In 1988, the first group of students visited the teacher’s hometown- Jiujiang. From then on, our two cities started exchange. That teacher is pretty excellent, because she seeded the friendship betweenJiujiang and Yamatotakada, and now we have had remarkable results of communication. The story will be inherited as a tale.
Yamatotakada is an industrial and commercial city with the traditional industry of fibril and shoes products. Till around the year 1955, the industry and commerce were prosperous, but now the situation changed. All the prosperity has gone. So, the question of how to revitalize industry and commerce of Yamatotakada has been considered as a huge task in politics.
The area of Yamatotakada is very small, but its location is good and convenient. It only takes one to two hours’ drive from Yamatotakada to the world biggest golden-cuprum figure of Buddha located in Dong Temple, the world heritage Fa Long Temple, Tang Zhaoti Temple where the famous monk Jian Zhen stayed, and well-known historic sites in the county of Wikipedia. Whenever Jiujiang delegation comes, we will take members of the delegation to visit these historic sites, which seem as if we were guide in our own yard, and introduce them to the delegation.
I mentioned just now that activities of Jiujiang-Yamatotakada sister cities originally started from the Chinese lecture of citizen office of Yamatotakada, and now we mainly have cultural communication in the form of “culture exchange post-graduation learners, oversea students, Japanese teachers and ‘Friendship House’ with Jiujiang University. In the future, we will further strengthen industrialization and tourism exchange and cooperation to promote two cities activities with the efforts of Yamatotakada-Jiujiang Friendship Association and Jiujiang’s counterpart.
It is four years since the last time I visit Jiujiang. Over the past years, every time Jiujiang sent officials to visit Yamatotakada, I would meet with the members of the delegation. So it is so kind for me to come to Jiujiang. I believe that to develop a friend relationship between countries should firstly start from developing people’s relationship. Here, I sincerely wish we will consistently promote friendly communication of the citizens between Jiujiang and Yamatotakada.

The Address at the Welcome Ceremony of ’2007 International Sister Cities Conference Jiujiang China
Ms. Sharon Recevour, Global Envoy of Sister Cities International of America
Dear Secretary Chen, Mayor Wang, Vice Mayor Li Wei, Mrs. Chao Senyan, distinguished guests
It is an honor and a privilege to have the opportunity to speak before you today. It is my pleasure to be representing the Board of Directors, the Executive Director Patrick Madden, and the other two Global Envoys for Sister Cities International in the beautiful city of Jiujiang.
The three of us Global Envoys are not supposed to be partial to any sister city partnership because we are concerned with all of the over 2,000 city-to-city twinnings. However, you must know that from the moment Louisville and Jiujiang became partner cities and then official sister cities, I – and all of the citizens of Louisville – have been so very proud of the work that has been done between our communities. I can’t help but smile and praise this special relationship to my colleagues in Washington, DC. The leaders of Louisville and Jiujiang understand the importance of sharing of talent and information between us, and have taken great steps to do that. We have had award-winning projects, most important of which is the 6-month official exchange. We are now creating a three-way sister city relationship with La Plata, Argentina. Our teachers of English have come here, and your teachers and students have visited Louisville. Soon we are sure that tourists will begin traveling both ways, and we will also look for the many favorable ways we can do business in each other’s cities. Some of these projects are already being seriously discussed.
The Sister Cities International movement has been gathering support and winning friends all over the earth for over 50 years because sister cities relationships are based upon developing lasting people to people relationships. Governments don’t always agree, but the bonds of friendship that form among citizens from different countries and cultures go beyond the reach of official relationships. These friendships unite people in wonderful ways, all of them designed to celebrate each other’s heritages and to celebrate the rich variety of differences among us.
Thank you for the honor of visiting your community. This is my first time to Jiujiang and to the People’s Republic of China. I promise you it will not be my last!
Thank you.
